What Is the Singapore ONE Pass?
The Singapore Overseas Networks & Expertise Pass, more commonly known as the ONE Pass, is a five-year, personalised pass awarded to exceptional global talent in business, arts and culture, sports, academia, and research.
Unlike conventional, employer-tied work passes, the ONE Pass is designed for individuals who have demonstrated outstanding professional achievement on the world stage and who seek the freedom to build, invest, and lead without restriction.
What Are the Benefits of the ONE Pass in Singapore?
- Work for multiple companies at the same time, subject to your employment contract terms.
- Establish, operate and work for multiple Singapore companies under the same pass.
- Change employers without applying for a new work pass.
- No COMPASS, Fair Consideration Framework job advertising, foreign worker quota or levy requirements.
- Bring eligible family members to Singapore. Spouses on a Dependant’s Pass or eligible Long-Term Visit Pass may apply for a Letter of Consent to work.
- Apply for Singapore Permanent Residency, subject to ICA’s separate assessment and approval.
- Hold the ONE Pass for up to five years, with subsequent renewals of up to five years if MOM’s renewal criteria are met.

Applicants must submit a CV highlighting their key achievements. Academia and research applicants must also provide details of significant publications, patents and technology disclosures from the past five years, together with a recommendation, endorsement or evidence of a potential position from an eligible local host institution.

What Counts as an Established Company?
- US$500 million or more in market capitalisation, or
- US$200 million or more in annual revenue.
MOM accepts company financial information from recognised databases. Where these sources do not cover the company, audited profit-and-loss statements may be submitted.
If the company does not meet these thresholds, you may consider another work pass, such as the Employment Pass, Personalised Employment Pass or EntrePass.
Documents Required for a ONE Pass Application
If You Earned the Qualifying Salary in Singapore
- Payslips covering the 12 consecutive months before application
- Latest IRAS Notice of Assessment, or the latest Income Tax Return filed with IRAS if you have not received your Notice of Assessment
- Supporting evidence for other income sources, where applicable
If You Earned the Qualifying Salary Overseas
Prepare:
- Payslips covering the 12 consecutive months before application
- Employment verification from a background screening company
- Supporting evidence for other income sources, where applicable
- Your employer’s latest financial information, obtained within the previous three months, showing its market capitalisation or annual revenue
If You Are Joining a Singapore Employer
Prepare:
- A signed employment contract or letter of offer
- The employer’s latest financial information, obtained within the previous three months, showing its market capitalisation or annual revenue
If You Qualify Through Outstanding Achievements
Prepare:
- Your latest month’s payslip
- Evidence of other income sources, where applicable
- A CV highlighting your key achievements
Documents Required for All Applicants
You will also need your passport page, including any amendments. If your passport name differs from your other documents, provide an explanation letter and supporting evidence, such as a deed poll.
For documents not in English, submit the original document together with an English translation. The translation can be completed by a translation service provider.

What happens if my ONE Pass is rejected?
If your ONE Pass application is unsuccessful, you may lodge an appeal within three months of the rejection, provided you are able to directly address the reasons cited. If the rejection reasons cannot be resolved, a fresh application will be required. Alternatively, you can apply for an employment pass suited to your profile.
Does the ONE Pass lead to Singapore Permanent Residency (PR)?
Yes. ONE Pass holders could become eligible to submit a Singapore PR application. PR approval is assessed separately by ICA based on factors including family ties, economic contributions, qualifications, age, family profile, length of residency and ability to integrate into Singapore society.
