Singapore PR Consultation Services:
Our 4-Step Process

Engaging a specialist PR application consultant in Singapore should make your journey simpler, not more complex. Xignam provides a structured, consultative, and fully guided end-to-end experience from your first eligibility check through to post-submission monitoring. The entire process from onboarding to application submission typically takes four to eight weeks, depending on your profile and the completeness of your documentation.

Step 1: Free Consultation & Profile Assessment

Your Singapore PR application journey begins with a complimentary, no-obligation consultation with one of our senior immigration consultants. Our agent conducts a thorough review of your profile including your employment history, qualifications, family ties, and financial standing, to assess your eligibility and identify the most appropriate PR pathway for your situation.

Step 2: Document Preparation & Strategy

Once your SPR application pathway is confirmed, we work with you to compile and prepare all required documentation. Our consultancy team drafts tailored cover letters, addresses potential weaknesses in your application, and structures your supporting materials to meet ICA’s current expectations. This gives your application the best possible foundation.

Step 3: Application Submission

Your completed SPR application is submitted accurately, on time, and in full compliance with ICA’s requirements. Every detail is checked by our agents before submission. As a MOM-licensed and ACRA-accredited PR application agency, we ensure all procedural requirements are met without exception to give your application the best possible chance of approval.

Step 4: Post-Submission Monitoring & Appeals

Our support does not end at submission. We actively monitor your application status, respond promptly to any ICA queries, and where necessary, provide expert guidance on appeals and re-applications. You will never be left waiting without knowing where your case stands.

Benefits Of Singapore Permanent Residency (PR)

Obtaining Singapore Permanent Residency is a gateway to long-term stability, financial benefits, and a higher quality of life for you and your family. Benefits include:

CPF Contributions for Retirement, Housing & Healthcare Benefits

As a Singapore PR, you and your employer contribute to the Central Provident Fund (CPF), building a financial safety net that covers retirement savings, housing purchases (including HDB resale flats), and Medishield Life healthcare coverage. This is a meaningful, long-term financial advantage unavailable to Employment Pass holders.

Children Education Benefits

Singapore PR status grants your children priority in local school registration exercises and significantly reduced school fees compared to international student rates. For families with school-going children, this alone represents considerable savings and improved access to Singapore’s world-class education system.

Sponsor Your Family for Long-Term Visit Passes (LTVP)

As an SPR, you are eligible to sponsor eligible family members, including parents and non-resident spouses, for Long-Term Visit Passes. This allows your loved ones to remain in Singapore for extended periods, a key step toward reuniting your family under one roof.

Greater Career and Lifestyle Opportunities

Singapore PR holders enjoy far greater flexibility in the job market. You are free to work across industries, switch employers, and access roles that may be restricted to PRs and citizens. You are also eligible to purchase HDB resale flats and apply for certain government grants. These advantages open up significantly more options for your career, lifestyle, and family in Singapore.

Holding Singapore PR also allows you to apply for full Singapore Citizenship after a minimum of two years, subject to meeting residency and other qualifying criteria. It is the most direct and established route to permanent belonging in one of the world’s most liveable cities.

Who is Eligible to Apply for Singapore PR?

Non-Singaporeans can become Singapore Permanent Residents (SPRs) by obtaining an Entry Permit. An application for an Entry Permit is an application for Singapore Permanent Residence. The following categories of foreigners are eligible to submit applications:

5 Different Schemes to Qualify for Singapore PR Application

ICA administers five distinct pathways under which foreigners may apply for Permanent Residency in Singapore. Each scheme has different eligibility criteria, financial requirements, and typical processing timelines. Understanding which pathway applies to your profile is the first step. Contact us for expert guidance on your PR application.

Professional, Technical Personnel and Skilled Workers Scheme (PTS)

Professional, Technical Personnel and Skilled Workers Scheme (PTS)

The most widely used pathway for Singapore PR applications. Eligible applicants include current holders of an Employment Pass, S Pass, or Personalised Employment Pass. Applicants must demonstrate stable employment, strong salary history, and meaningful economic and community contributions to Singapore. The majority of our clients apply through the PTS Scheme.
Global Investor Programme (GIP)

Global Investor Programme (GIP)

Designed for high-net-worth individuals and business founders seeking PR through substantive capital investment. Options include: Investing at least S$10 million in a new or existing Singapore business; Placing at least S$25 million in a GIP-approved select fund; Establishing a single family office with a minimum of S$200 million AUM, with a specified portion invested in Singapore-linked assets.
Foreign Artiste Talent Scheme (FATS)

Foreign Artiste Talent Scheme (FATS)

For internationally recognised talents in the arts and cultural sectors who have made, or intend to make, a significant contribution to Singapore’s arts scene.
Foreign Student Scheme (FSS)

Foreign Student Scheme (FSS)

Open to foreign students who are currently enrolled in and have been studying in Singapore for at least two years at an approved educational institution.
Sponsored Scheme (for foreigners who are parents or married to SC, SPR)

Frequently Asked Questions About Singapore PR Application

How long does a Singapore PR application take?

Once submitted, Immigration and Checkpoints Authority of Singapore typically processes PR applications within four to six months, though timelines can vary based on the complexity of your profile and application volume at ICA. Our team monitors your application actively and keeps you informed throughout, so you are never left without an update.

Can I include my family in my PR application?

Yes. You may include your spouse and unmarried children below 21 years old in your PR application. If your application is successful, eligible family members are typically granted PR status concurrently. Aged parents of Singapore Citizens may also apply under the Sponsored Scheme. Speak to our Singapore PR application agents to understand the best approach for your family nucleus.

Is SPR the same as citizenship?

No. Singapore Permanent Residency (SPR) and Singapore Citizenship are distinct statuses. PRs enjoy most of the benefits of living and working in Singapore but retain their foreign nationality. Singaporean Citizens hold full rights, including the right to vote and access to certain grants and privileges not available to PRs. Crucially, PR status is the most direct pathway to Citizenship as eligible PRs may apply after a minimum of two years.

What happens if my PR application is rejected?

A rejection is not the end of your Singapore PR journey. You may submit a fresh PR application or, in certain circumstances, file a formal appeal with Immigration and Checkpoints Authority of Singapore. Xignam’s post-submission support includes thorough analysis of rejection advisory letters, strategic re-profiling, and full support for re-application, giving you the best possible chance on your next attempt.

Can I apply for SPR multiple times and are there risks to this?

Yes, you may reapply for Singapore PR after a rejection. However, submitting repeated applications without addressing the underlying weaknesses in your profile can be counterproductive and may send a negative signal to Immigration and Checkpoints Authority of Singapore. This is precisely why engaging an experienced Singapore PR application consultant before your first submission, or before a re-application, is so important. Xignam’s agents can help you identify and resolve weaknesses in your PR application, offering expert advice on the best practices that will maximise your chances of approval.

What documents are needed for a PR application?

Documents required for Singapore PR application vary by scheme and individual profile, but typically include: passport and travel documents, employment pass or work pass details, payslips and income tax records, educational certificates, and comprehensive family information.

As of 26 June 2024, the Immigration and Checkpoints Authority of Singapore (ICA) has migrated the PR application process fully online to make it easier for applicants. Here are important highlights regarding the recent updates to the application process:

  • Form 4A application form is now obsolete.
  • The previous requirement for Annex A, which detailed company information, is no longer applicable.
  • Applicants must provide comprehensive family information for both applicants and non-applicants, ensuring a thorough review of familial ties.
  • Validity period for the Employment Letter has been extended to three months, providing more flexibility for applicants.
  • For self-employed individuals, the information of company financial details and a business registration certificate is now mandatory, ensuring the authenticity and financial stability of their businesses.

These changes are designed to make the application process more efficient and ensure that all necessary information is adequately captured.

Immigration processes can be intricate, and recent changes might introduce new requirements or procedures that could potentially delay or complicate your application. A specialist who is knowledgeable and familiar with these updates can provide invaluable guidance, ensuring that all documentation is prepared correctly and submitted on time. Xignam’s consultants ensure your documentation fully reflects the latest ICA requirements, for a smooth and hassle-free application experience that maximises the likelihood of a successful outcome for SPR.

How to choose the right Singapore PR application agent?

When selecting a PR application agency in Singapore, prioritise firms that are MOM-licensed and ACRA-accredited, have a verifiable track record of successful applications, offer transparent pricing with no hidden fees, and provide personalised rather than templated advice. Client testimonials and Google reviews are a useful indicator of consistent service quality. Xignam meets all of these criteria and goes further with our integrated concierge approach and access to elite professional networks in Singapore.

Will my son have to serve National Service (NS) if we get Singapore PR?

This is one of the most common concerns among families with young sons who are considering Singapore PR. Under the Enlistment Act, all male Singapore Citizens and PRs are liable to register for National Service (NS) at age 16 and a half. They must serve two years of full-time NS at age 18, followed by 40 days of Operationally Ready NS obligations yearly until age 40 or 50 depending on rank. Failure to register for NS results in strict penalties.

On average, approximately 500 young men who obtain PR through their parents enter compulsory NS each year. While it is strongly advisable to apply for Singapore PR as a complete family nucleus, it is possible in certain circumstances to exclude children from a PR application should you be able to provide a good reason not to.

Speak to our PR application consultancy if this is a consideration for your family.
