Requirements From COMPASS Framework for EP Applications in Singapore

Introduced in September 2023, COMPASS (Complementarity Assessment Framework) is MOM’s point-based system for evaluating all new EP applications. Candidates must score a minimum of 40 points to qualify, across four foundational criteria and two bonus criteria.

Can I still apply for the EP without the above qualifications?

Yes, in some circumstances. MOM evaluates EP applications holistically, and exceptional professional experience, specialist expertise, or a highly competitive salary can sometimes compensate for the absence of a formal degree. That said, qualifications remain a key COMPASS scoring criterion.

What to do if my EP application is unsuccessful for the first submission?

An unsuccessful application does not necessarily mean the end of the road. Applicants may file an appeal with MOM within three months of the rejection. How is EP different from PEP?

The Employment Pass (EP) is employer-specific; it is tied to a particular company and must be reapplied for when you change employers. The PEP is available to existing EP holders earning a fixed monthly salary of at least S$22,500, or to overseas foreign professionals earning the equivalent.

What are the eligibility criteria for the Personalised Employment Pass?

To be eligible for the PEP, candidates must either be an existing EP holder earning a fixed monthly salary of at least S$22,500, or an overseas foreign professional who earned the equivalent in their last position. PEP holders are also subject to a minimum annual income requirement and must remain employed in Singapore; they are not permitted to start their own business under the PEP.
